IX.   ADMINISTRATIVE and CONSTRUCTION GUIDELINES (Part 1)

1.   Workers' ID/Delivery of materials
     
     That should any construction activity commence without the necessary permit
     and consent of the THAI, the later may have the prerogative to:

     a.  Refuse issuance of IDs to workers.
     b.  Stop the ingress through the security of any delivery materials at the village gates.
     c.  Stop construction should any activity commence without construction approval
          should there be any buildings violation.

2.   Submission of Plans

     Construction and improvements/additional structures (including trellises, gazebos, roofs,
     sheds, swimming pools and filter housings, guardhouses, storerooms, greenhouses which
     are semi or fully enclosed) shall require THAI approval.

4.   Permits and Clearances

     a.  Building Permint
          
          Compliance with all THAI existing rules and regulations with existing municipal, provincial
          or national government regulations is the responsibility of the lot owner and building
          contractor.  Village requirements for construction may be obtained from the THAI office.

     b.  Stockpiling on Vacant Lots

          Stockpiling is authorized only on one's lot.  The THAI has no authority to permit anyone
          from using adjacent lots without the owner's permission and will not accept responsibility
          or liability for such use.  Stockpiling on the street is likewise not allowed.

     c.  Work Hours

          Official work hours are 7:00 a.m to 5:00 p.m.  Mondays to Saturdays. Overtime work
          beyond 5:00 p.m. requires prior approval from THAI and will be treated on a case 
          to case basis.  THAI approval is required for overtime on Sundays, legal and  non-working
          holidays.

     d.  Stay-in-Workers

          The THAI general rule is that ingress of construction workers is not permitted between
           8:00 p.m. to 6:00 a.m.  However, in case where the construction is to be secured or for
          practical reasons, a maximum of 4 persons per project may be allowed subject to THAI
          terms and conditions.  Any number of persons exceeding the maximum limit and without
          a permit shall be subject to penalties and fines.

     e.  Construction workers' I.D.s

          All workers must secure their THAI IDs prior to any construction activity.  IDs must be
          worn at all times.  Penalties and fines will be imposed on workers who use IDs assigned
          to previous construction sites or residences.  Workers with expired IDs or found without
          the same maybe charged with illegal entry and shall be dealt with accordingly.

     f.  Delivery of Materials
         
         Toll free deliveries of materials shall be from Mondays to Saturdays, 7:00 a.m. to 12 midnight.
         No deliveries shall be allowed after 12 midnight until 7:00 a.m.  While deliveries may be
         allowed on Sundays and legal holidays from 7:00 a.m. to 5:00 p.m., a toll fee of Ph300.00
         shall be imposed on a per vehicle basis.  Authorised deliveries made by 10 wheeler trucks
         and container vans will be charged Ph 1,000.00 per entry.
